Description

The City of Grand Forks is seeking an experienced and motivated Civil Engineer, Senior, to join our Engineering Department. This position plays a key leadership role in planning, designing, and delivering public infrastructure projects that support our growing and vibrant community and perform a wide variety of technical tasks relative to the assigned area of responsibility.

Examples of Duties

Essential Functions:

1. Perform engineering work including the design and construction inspection of public infrastructure projects.

2. Perform professional civil engineer functions; Provide a lead role in the preparation of plans, specifications, addenda, proposals, district maps, staff reports, and cost estimates for proposed projects.

3. Present to a variety of boards and commissions; coordinate the design of engineering projects and construction work with outside contractors and other agencies; conduct meetings to provide information to outside agencies and the general public.

4. Perform research as assigned by upper level staff.

5. Lead the selection of consultant engineers for various projects; negotiate with consultants to establish contract prices.

6. Review and approve engineering and construction projects for compliance with appropriate codes, ordinances and City Specifications and Standards.

7. Respond to public and professional inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

8. Prepare timetables and budget estimates for engineering and construction activities; advise consultants on construction details.

9. Analyze problems pertaining to public infrastructure and develop creative solutions.

10. Analyze construction bids, field verify construction quantities, negotiate with contractors to establish change order prices to perform extra work not included in the original construction contract, prepare monthly pay estimates and contract change orders for recommendation of approval and payment.

11. Inspect public infrastructure construction sites to verify progress and compliance with plans and specifications and to resolve problems and conflicts that arise at the construction site.

12. Provide technical guidance to junior staff.

Marginal Functions:

1. Assist in supporting emergency management operations within the assigned area as required.

2. Provide construction staking and cut sheets.

3. Prepare application documentation for funding opportunities.

4. Perform related duties and responsibilities as required.

Typical Qualifications

Knowledge: Principles and practices of civil engineering; Principles of mathematics as applied to engineering work; Operational characteristics of applicable engineering equipment and tools; Construction principles and practices in the public works industry; Terminology, methods, practices, and techniques used in technical civil engineering report preparation; Occupational hazards and standard safety practices; Pertinent Federal, State and local laws, codes and regulations; Computer aided drafting technology; City development standards and construction specifications; Engineering design principles and practices; Water and sewer design and grading techniques.

Skills: Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity, which allows for effective interaction and communication with others; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Abilities: Perform a variety of professional engineer level engineering tasks; Independently perform difficult engineering tasks; Review and approve construction and civil engineering projects; Manage multiple public infrastructure projects; Work independently in the absence of supervision; Understand and follow oral and written instructions; Operate a variety of engineering equipment in a safe and effective manner; Develop, review, revise, and interpret engineering plans and specifications; Perform accurate and complex mathematical computations. Proficiently produce plans using AutoCAD Civil 3D and write technical specifications; Perform technical research and solve engineering problems.

Supplemental Information

Experience:

Four years of experience in construction or engineering that are applicable towards obtaining a Professional Engineering license.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

Credentials:

Possession of valid registration as a Professional Engineer in the State of North Dakota or obtain valid registration as a Professional Engineer in the State of North Dakota through reciprocity.

Alternatively, the candidate has passed the Principles and Practice of Engineering (PE) Examination and is able to obtain valid registration as a Professional Engineer in the State of North Dakota.

Possession of, or ability to obtain a valid Drivers License.
