Education: Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field.
Qualifications: At least 3 years of progressively responsible HR experience. Excellent interpersonal, negotiation, and time management skills. Strong analytical and problem-solving skills. Professional in Human Resources (PHR) or SHRM – CP credential preferred.
Competencies: Strong attention to detail and accuracy. Customer-service mindset with employees and supervisors. Ability to interpret policy and apply regulations consistently. Problem-solving and conflict resolution skills. Ability to work independently and as part of a small HR team. Strong written and verbal communication skills.
Job Summary: Grand Forks Public Schools is seeking a knowledgeable and detail-oriented Human Resources Generalist to serve as a key member of the HR team. This position has primary responsibility for employee benefits administration and leave management, while also supporting recruitment, employee relations, and other HR functions as needed. The ideal candidate is highly organized, service-oriented, and capable of managing complex employee processes.
Essential duties and responsibilities may include, but are not limited to the following:
Benefits Administration
· Administer employee benefits programs including health, dental, vision, life insurance, and supplemental plans
· Serve as primary contact for employee benefit questions, enrollment, and eligibility
· Coordinate annual open enrollment process, including communications and system updates
· Liaise with benefit carriers and third-party administrators to resolve issues and ensure compliance
· Maintain accurate benefit records and ensure timely reporting and audits
· Support ACA compliance reporting and related data tracking
Leave Administration
· Manage all employee leave programs including FMLA, sick leave, personal leave, and other statutory or district-specific leave types
· Track, approve, and document leave requests in accordance with federal and state law and district policy
· Communicate with employees and supervisors regarding leave eligibility, requirements, and return-to-work processes
· Ensure compliance with FMLA regulations and coordinate required documentation
· Maintain accurate leave records within the HRIS system
Recruitment & Staffing Support
· Assist with posting positions, screening applicants, and coordinating interviews
· Support hiring managers through recruitment and onboarding processes
· Participate in job fairs and recruitment initiatives as needed
· Ensure compliance with hiring procedures and documentation requirements
Employee Relations Support
· Provide front-line HR support for employee questions and concerns
· Assist with employee relations matters, including documentation and investigation support
· Maintain confidentiality and professionalism in all employee interactions
· Support HR Director with disciplinary documentation and performance-related processes
HR Generalist / Backup Leadership Duties
· Serve as acting HR lead in the absence of the HR Director
· Provide guidance to staff and administrators on HR policies and procedures
· Assist in development and implementation of HR policies and initiatives
· Support HR projects, reporting, and continuous improvement efforts
Supervisory Responsibilities
· May provide informal guidance or training to HR support staff or interns
Work Environment and Physical Demands: While performing the duties of this job, the employee is frequently required to sit, walk and stand. Lift sixty (60) lbs. occasionally, with the ability to reach, stand, walk, carry, bend, stoop, kneel, crouch, sit, and/or crawl. The ability to hear and see in order to communicate effectively as well as communicate clearly and concisely. Maintain mental capacity, allowing for effective interaction and communication with others. Prolonged periods of sitting. Primarily office-based with occasional district travel.
Terms of Employment: Twelve (12) months
Evaluation: Annual written evaluation by the Human Resources Director.
