Northrop Grumman Mission Systems (NGMS) is looking for you to join our Marine Systems team as a Staff Engineer, Manufacturing, supporting the Global Supply Chain Supplier Management Team. The preferred location for this role Pittsburg, PA, however will consider other locations within states such as West Virginia, Maryland and Pennsylvania.

Job Description/What you will get to do.
- Manages and Interprets schedules from suppliers/subcontractors to understand impact on program schedule and milestones. Effectively manage an integrated master schedule. Successfully manage schedule risks and opportunities.
- Develop and manage the SMT RAIL/action item tracker to facilitate communication and accountability with the supplier/subcontractors & internal actions within NG Marine Systems NGMS. Focus on schedule and supply chain programmatic actions.
- Manage supplier performance, open orders, delivery and dock dates.
- Define and develop material strategy for on-time delivery.
- Effectively plans, defines, establishes, communicates, monitors, and controls subcontractor scope to ensure that all of the work required and only the work required, is performed. Analyzes changes to balance technical, cost, schedule, quality requirements and develops alternatives that address program needs and expectations.
- Develop NGMS Statements of Work (SSOW) through collaboration with key technical and programmatic stakeholders.
- Adhere to subcontract scope, and manage change through control board activities
- Addresses subcontract uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling, manages, and communicates risks and opportunities throughout the life cycle of the Subcontract
- Assists Program and Supplier Management Team Lead (SMTL) in generating technical content for NGMS Request for Information (RFIs) / Request for Proposals (RFPs) / etc.
- Responsible for NGMS proposal technical evaluations and supports program and supplier management team lead (SMTL) in negotiations.
- Review and approve NGMS’s technical subcontractor deliverables (SDRLs) with guidance from applicable cross functional program Subject Matter Experts (SMEs).
- Prepare executive level briefings and develop mechanisms for monitoring project progress, tools for intervention, and problem solving with element leads, business management and customers
- Key leader in developing and reviewing Supplier Statements of Work (SSOWs)
- Reviews supplier proposal responses, including performing technical evaluations, reviewing supplier Basis of Estimates (BOEs), overall proposal quality reviews, and attending proposal related reviews
Basic Qualifications:
- Bachelor’s degree with a minimum of 12 years of experience to include supply chain, program management, business management or related, Master's Degree and a minimum of 10 years of experience in supply chain, program management, business management or related or an additional 4 years of related experience in supply chain, program management, business management or related in lieu of a Bachelors degree.
- At least 3 years of experience supporting U.S. Government contracts and/or large supplier management portfolio experience in other industries
- At least 3 years of financial experience in EVMS or similar cost and schedule management systems
- At least 2 years of experience managing a Program effort or Major Subcontract (in either a supply chain, SMT, or program/project management role)
- Must be a US Citizen
- Must be eligible to obtain and maintain a Secret Clearance.
Preferred Qualifications:
- Experience providing strategic direction regarding Program Management or Supply Chain products, processes, applications, and technology.
- Supplier Management Experience on a Program in US Government Contracts
- Experience with technical evaluations of supplier proposals & subsequent contract negotiations.
- Experience in managing technical risks and opportunities.
- Experience in Earned Value Management (EVM) or being a control account manager (CAM).
Primary Level Salary Range: $146,300.00 - $219,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
