Northrop Grumman Mission Systems (NGMS) sector is looking for a Manager Programs 2 to support the Digital Value Chain Optimization (DVCO) Program Management Office (PMO). DVCO will execute a multi‑year transformation of digital‑based improvement projects across the sector, modernizing how we design, build, and sustain mission‑critical systems. This Program Manager will ensure the transformation of digital-based improvement projects meets customer expectations while meeting cost, schedule, and technical requirements.

What You’ll Get to Do:

The primary objective will be the delivery of all requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. This role will report as a Deputy Program Manager to the DVCO Senior Program Manager.

Position Summary/Responsibilities:

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include but are not limited to cultivating customer relationships and intimacy to develop further opportunities within the customer community. Additional responsibilities will include but not be limited to the following:

  • Lead thorough risk & opportunity management practices including identification, mitigation, and realization.

  • Effectively address customer requirements and incorporate the necessary internal and external organizations.

  • Development and adherence to master plans and schedules.

  • Ensure program team understands and adheres to contract scope and manages change through control board activities.

  • Adherence to all internal processes, policies, and applicable industry standards.

  • Manage suppliers to meet program objectives.

  • Identify, allocate, and manage program resources, including workforce planning.

  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

  • Establishm and manage program and subordinate baselines.

  • Identify, distribute, track, and complete program requirements.

  • Review and finalize the program’s Statement of Work.

  • Support the establishment of design concepts, criteria, and engineering efforts for product research, development, integration, and test.

  • Support the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

  • Deliver presentations to customers, executive management, and other program stakeholders.

  • Lead and manage measuring and reporting program performance.

  • Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.

Basic Qualifications:

  • Bachelor’s degree and 8+ years' experience supporting U.S. Government contracts or project management in other industries, or Master’s degree and 6+ years experience supporting U.S. Government contracts or project management in other industries.

  • Ability to travel as required.

  • Project and Change Management experience.

  • The ability to monitor and control program plans, cost, and schedule baselines that meet both program contractual requirements and stakeholder expectations.

  • Experience in identifying and addressing program impacts through systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • Must possess strong organization and interpersonal skills to communicate effectively both verbally and in writing with all levels of management and individual contributors.

  • Experience in the management of communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program stakeholder needs.

  • Experience in the application of knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.

Preferred Qualifications:

  • Project Management Professional (PMP) certification.

  • Certified Change Practitioner with active Prosci certification.

  • Lean Six Sigma Green Belt certification.

  • Certified in Production & Inventory Management with active certification.

  • Technical change‑management experience embedded within Agile/SAFe software development lifecycles.

  • Demonstrated success leading teams and/or organizations to achieve a common goal.

  • Prior experience with Earned Value Management (EVM) and MS Project.

  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).

Primary Level Salary Range: $146,500.00 - $219,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
