Northrop Grumman Defense Systems has an opening for a Global Supply Chain International Program Manager 3 to join our team of qualified, diverse individuals within our Global Supply Chain organization. This leadership position will be located in Northridge, California.

This position reports to the Site Global Supply Chain Manager for the Advanced Weapons Business Unit (AW BU). The Manager will serve as the primary focal point for Global Supply Chain International Programs. Responsible and accountable for the strategy, planning, and execution of all material and services content for an International Program or collection of International Programs. Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Leads supply chain Program execution, and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.

Key Responsibilities:
Establish and maintain the strategic vision for GSC International Program(s), labor and material financial management of the GSC organization
Manage EV / CAM for International Program(s) and provide guidance to AW BU Program Managers
Responsible for processes and activities within supply chain-related operations to support captures and proposals
Responsible for processes and activities within supply chain related operations to support annual operating plan within GSC.
Help develop monthly forecasts for material sales in coordination with Business Management
Support GSC PM staff through the analysis, oversight, and status of material, delivery schedules, suppliers’ commitments, risks and opportunities
Oversight of key subcontractor and IWO partner cost performance
Prep for and support weekly Program reviews, EAC reviews, and monthly material sales reviews
We are seeking a qualified professional who is talented in leading a dotted line matrix team, with excellent verbal and written communication skills, and who can confidently interact with and influence all levels of the organization
Basic Qualifications:
Master’s degree with 6 years of experience in business management, project management, program management, global supply chain, engineering, finance and/or business management related functions OR a Bachelor’s degree with 8 years of experience in business management, project management, program management, global supply chain, engineering, finance and/or business management related functions
Must have a minimum of 10 years of international experience
Must have a minimum of 10 years leading teams within a cross-functional team matrix
Must have program cost and/or schedule experience, CAM / EVM experience
Must have experience with subcontractor costs, schedule and financial performance
Must have the ability to prepare and present executive-level presentations
ITC/ITAR SME
SAP SME
Must have a DoD Secret Clearance
Must have the ability to obtain/maintain Program Special Access within a reasonable amount of time as determined by the Company to meet its business needs
Preferred Qualifications:
Experience leading large scale captures and proposals
Manufacturing/operations experience
Sustainment experience
Previous overseas assignment(s)
Strong organizational and communication skills
Executive Engagement at Program/Customer/Gov’t level
